During the Truman administration, Nitze and Kennan were both key players in the development of American foreign policy. Nitze was a strong advocate of the Marshall Plan, which provided economic aid to Western Europe. Kennan was a strong advocate of the Truman Doctrine, which pledged American support for countries threatened by communism.

During the Eisenhower administration, Nitze and Kennan continued to play a major role in American foreign policy. Nitze was appointed assistant secretary of defense for international security affairs. Kennan was appointed ambassador to the Soviet Union.
