Doe meticulously documents how the child welfare system disproportionately targets families of color. She reveals that Black children are more likely to be placed in foster care than white children, even when the allegations against them are the same. She also shows how the system often fails to provide adequate support to families of color, making it more difficult for them to keep their children safe and out of foster care.

Shattered Bonds is not just a critique of the child welfare system. It is also a call to action. Doe offers concrete recommendations for reforming the system and making it more fair and equitable. She calls for increased transparency, accountability, and oversight. She also urges the public to challenge the racist stereotypes and myths that perpetuate the cycle of family separation.

Shattered Bonds is a must-read for anyone who cares about the well-being of children and families. It is a powerful indictment of the child welfare system and a roadmap for creating a more just and equitable society.
